  Whether legacy or not, GRA didn't try because you inherit both assets and liberties. Owing 377 million Cedis is too much, how do expect them operate effectively and efficiently..

  Where did Mahama find such ignoramuses to run a vital agency like the GRA? So, will GRA pay the "legacy debts" it owes ECG and Ghana Water Company? Or is it looking for a formal agreement with these government agencies first? It seems the new leaders at GRA are among those who do not appreciate the value of digitalization and harbor some "legacy" animosity towards the NIA. It makes one question their fitness for the crucial job entrusted to them.
