We are trying hard to legislate good governance, which is an exercise in futility. No amount of legislation can change our bad leaders to ruling well if the force of good leadership is not in them. Don't we already have the GIFMIS and the Financial Regulation Act (I hope that's the name) which are good laws to control our expenditure budgets? But what do we see? How will the new legislation stop new projects if funding is inadequate to cover existing ones? For me the solution is to find leaders (like Lee Kwan Yew, etc) who have to lead right by strictly enforcing law and order. Just like the creation of the Special Prosecutor has not brought us dividends these proposed pieces of legislation will end up in nothing if we do not STRICTLY ENFORCE existing law and order, where the solutions really lie.

Excellent, this will end criminality, corruption and deliberately creating new projects by the president and government officials to steal from the nation.
Instead of President Akkufo Addo completing, renovating and maintaining the current hospitals, he lied and started 110 with new loan, none is completed. President Mahama, instead of completing the current Accra to Kumasi road, he is talking about a new Accra to Kumasi express way, another new loan and nothing will be done, infact he will create accident prone Accra to Kumasi express way which will kill 1000s of people the next 40 years, add more debts to the public fund and he will be ex president in under 4 years, we need new laws to stop this criminal act by our corrupt, evil and manipulated political leaders.

It is unfortunate that we have to pass a law to guarantee continuity of national projects, left by previous administration to incoming one. The question is, which agenda did they campaign on in the first place? Did they not campaign on improving the lives of ghanaians? Did they not campaign on creating more jobs opportunities for ghanaians? Then if these are so, why don't they continue those projects to finish before they start new ones when new administration takes over from them? Left to me alone, we don't deserve democracy because we associate it with lawlessness instead of lawfulness to do the right thing. No matter, how many laws we enact, we would fail to implement them because the mindset of lawlessness is ingrained
so much so that we find it difficult to do the right thing.
