You are dead wrong, Mr. John Antwi Bosiako. The national development policy is driven by the ruling majority party and the president.
If we deny voters of the right to choose their representative because of cost of election then development of the district must not become a casualty of cost or unforseen circumstance. At best it must be the regional and district executives who must make or take candidate replacement decisions.
The NPP party, with all of its "naked but spiteful" politics, did use national development angle as an excuse to split the Volta and Brong-Ahafo regions. If the Volta and Brong-Ahafo region splits continues to exist then it is only logical that we continue to use the guise of National Development as the sole reason to give representative replacement powers to the ruling government and majority party.
