  Most of the illegal connections are of results of collusion between management staff and corrupt consumers. Most Pure water producers are victims. Meter Readers and area supervisors take monies from them. Meter Readers take advantage of these to do illegal connections for other domestic consumers within such catchment areas. The most probably solution is to avoid metering of domestic consumption of water. A percentage should be charged for Domestic Water on Goods and services within the economy. Pure. Water should be Classified as Domestic Water. Government should set control price for a bag of Pure water. Water for industrial Use should be metered. PURC should recruit Public Utilities Taskforce to monitor and Prosecute illegal connections of water and Electricity Power nationwide. This will save the nation from procurement of metering and monies conserve for provision of potable water to other areas.

Illegal connections are separate from insolvency so that PURC rules of disconnection should not cover Illegal connections. The Task Force should operate at any hour to calmed down the menace.

  Please the government should proscribed domestic consumption billing of water. A levy of 2% should be imposed on Goods and Services in the economy. At factory level it should be imposed on Exfactory price of the commodity. Imported goods should be paid at the Port of entry. Commercial and Industrial Consumers should be metered. Pure water production should be Cassified under Domestic Consumption but government should determine the price of a bag of water. PURC should be expanded to include a Monitoring Task Force, Legal Department and Administration. The Task Force should comprise Military, Police who should be on Secondment. They should be paid Opertion Allowances. Professionals should be Recruited for Operations. In the case of Electricity the Operational teams should work 24hrs. Utilities Levy should be separately accounted for. It should not form part of the consolidated Fund for obvious reasons. Water is essential for life. People will use either obtaining it by Fair or Foul means.

  A levy should be imposed on Goods and services to Replace Domestic Consumption of water bills. If that is not done, any time PURC increases the tariff for water. It will be the same honest Ghanaians who would feel the pinch. 2 % levy should be imposed on locally manufactured goods and imported goods. Exfactory prices and Customs CIF values of Imported goods. Banks to Collect the funds should be GCB and Agric Banks. There shouldn't be any charges on such funds. They should be separately accounted for. Such monies should not be added to the consolidated accounts because of the delicate and essential nature of water provision to the state. Under Ministry of Finance, Works and housing PURC should be expanded to include a Monitoring Task Force, Legal Department and Administration. Task Force should include Military, Police, National Security on Secondment basis. Professionals in the Field of Water and Electricity Power should recruited. Those of Electricity should Run 3 shifts. Day from 6 am to 6pm. Night from 6pm to 6am for 3 days each Their Off days should be 3 days. The groups would be ABC. If A is on morning, B will be on night duty whilst C will be off. After 3 days C will resume morning duties whilst A team will run night shift and B team will be off for 3 days. This model can be studied at Airport and Tema Harbour Customs schedules. Tema MPS 3 Terminal
