I agree with the new bill that they only give scholarships for only courses that aren't offered in Ghana. Even with that, the person being offered the scholarships has to sign a bond that they will return, if not, then they will owe the government for as long as they live. Government can seize their properties to defray the cost of the scholarship plus interest

Why must a third world country which lacks infrastructure spend huge part of our hard earned foreign currency on these courses that can be provided by our local universities.
Most of these courses are tailored towards the needs of their various economic needs, hence the failure of most trained outside fail when they come to manage our economy.

Foreign scholarships should be allocated at the masters level; and even with that I suggest it should be institution based. Here, well performed workers should be recommended for further training/studies by their respective employers. In a situation whereby such training cannot be acquired locally, then they can resort to the foreign universities.
I do not support the era of giving scholarships to undergrads and degree holders with have little or no experience at all. These folks always do not return to contribute their quota to the economy.
