  Semantics and twisting of the law. It means Duffuor should not have been charged at all nor offered to pay any money back because he and his co- accused did nothing wrong. Really? People lost money. Board members shared people’s deposits and some bank of Ghana support money among themselves. There is evidence some Board members returned money because it didn’t sit well with them. The AG knows nothing about all this? This is pretty much public information. SUPER CLEARING AGENT DOING HIS THING.

And this doesn't include the cost for the state properties he demolished to make way for the Cathedral and the compensations he paid to those whose properties were also demolished.
