They will review it to make sure the visa fees becomes refundable when the applicant is unsuccessful.

Every drop of our income is needed for our nation's growth so all the loop holes must be sealed. He is right.

Per my calculation above, $76,000 will go to waste for failure of VISA

Which is currently equivalent to GHC 912,000 and that can help boost the economy if channelled towards some social intervention projects.

Many of those against this have not even applied for VISA in their entire existence but, they will kick against this for reasons best known to them. They will never bring any food for thought to the table but are the best to criticism.
