This policy of GSA becoming a regulatory body in shipping is a flawed policy. GSA was established to be the representatives of Shippers, seeking their interest in negotiating freight rates on their behalf. In that respect how do you appoint a representative of a user of the services of Shipping lines as the regulator of the shipping market. Won't they be biased in favour of shippers? It is a mistake for GSA to be appointed as a regulator of the shipping market. There is the need for an independent body to be found for the regulation of the shipping market. It should not be Gpha or Ghana Maritime Authority (GMA) because they are both actors in the market with GMA established to be in charge of technical regulation of Shipping and Gpha being the landlord of the port. What experts say is for an office like that of the Shipping Commissioner of the old days be revived and entrusted with the role of regulating the shipping market.
