The minority in parliament have raised some valid points.
There is an existing *SCHEME called *NHIS* that caters for the primary health care needs of Ghanaians. For some reasons meant to salvage the scheme and ensure its sustainability,certain chronic conditions were left out of the basket.
There comes up a parallel scheme that seeks to embrace those "neglected" conditions ( cancers, CKDs, etc). The question that arises is where do we get money to fund this parallel scheme? Lo and behold, 20% of NHIA fund is being earmarked for funding this parallel scheme, and this is where i have a bit of a problem. It is common knowledge that the previous managers of the scheme allocated the chunk of NHIA funds to certain items that caused public outcry. All these and other reasons led to the uncapping of the NHIL with the hope that now that the Authority controls its own funds, service providers would no more be disadvantaged. But here we find ourselves again. Let me see if i can do the disbursement of the accumulated NHIA fund from where i sit.
1. About 25% of the NHIL goes to administrative and other running expenses of NHIA
2. About 20% goes to the parallel scheme (Mahama care)
3. About 5% is lost to ......
4. Only about 50% is left for payment of claims . So we are back to square one.
I think that :
A. As laudable as this parallel scheme is, its originators should look for money from elsewhere to fund it. They shouldn't dip their hand into the NHIA money to fund it.
B. The issues raised by the minority in Parliament shouldn't be ignored or treated with the usual partisan judgement
C. I see some wisdom in the issues being raised by the minority, and they deserve some attention. Otherwise, this new scheme will weaken or collapse the already fragile NHIS.

If we pick it from Akua's analysis the 25% administrative cost should be reduced to 15% and the 5% loss should be salvaged. In that case 15 % is available. Let critical minds search for the 5%.
