  WHO IS UNABLE TO SEE THAT THE GHANA GOVERNMENT CAN'T FULLY PROTECT GHANAIAN CITIZENS IN GHANA?
  
  The 1992 Constitution concentrates power in the hands of the President and, as one person, there are unlimited limitations to the effectiveness of the exercise of his monopolistic power.
  THINK OF IT : The President appoints the DCE/MCE of every one of the 275 Districts/ Constituencies in Ghana. With that direct external control, my DCE/ MCE in my own District takes instructions from the President. Residents in every District are not in harmony with the DCE/MCE that the President imposes on them. Security progress cooperation out of hand in every District. Political dictatorship is what the residents in every District perceive and endure. The firm foundation of governance rests on the residents in every one of the 275 districts.
  BUT THE 1992 CONSTITUTION IGNORES EVERY VOTER IN EVERY DISTRICT AFTER THE VOTER CASTS THE VOTE.
