eg
make it a policy that at least only 1000 people are allowed to enter Ghana in every 4 months with visa free depending on the number Nigerians who came and has gone back within that period.
if 1000 were allowed and only 200 has returned , Ghana could allow only 200 Nigerians to enter Ghana within the next window.

2. all those who come here must declare their intention- if it falls within the policy frame work , then such person could be allowed to enter.

3. Nigerians must be put under a microscope for Ghana migration to know at least their movement in Ghana .
if somebody came as a tourist, and leave the country within a month that person could again again after 12 months
if somebody came and the person has no employment or any legitimate business to do, such a person could re-enter Ghana after 4years

must question his business and the source of his income with tax returns in the country.

To Ghanaians who did not witness the "Aliens Compliance Order", Busia the Prime Minister saw that Nigerians are taken over our country and instituted that order else, Ghana would have been under Nigeria leadership. I saw it and knew exactly what I am talking about.
