  This in itself is an expression of dishonesty, poor management, and irresponsible Government. On what grounds were the contracts awarded? Can one award a contract knowing very well that there are no money to pay the contractor? This is where dishonesty and irresponsibility comes in. In the developed world, (where there is rule of law) one is given 30 days to settle a bill otherwise it becomes a court case. When found guilty you don't only pay the bill but you pay with interest. Our Governments are not showing any good example of honesty in their leadership style. How can one owe as much as GHC 21 billion in unpaid arrears?
