The $2b you are talking about is part of the forex generated by selling the gold outside. BOG advances cash to goldbod to buy the gold. So when the forex comes to BOG, it takes out its contribution and gives the balance to goldbod. What goldbod gets its just some margins. Goldbod is like Cocobod. The cocoa it buys from the farmers is not govt cocoa. It belongs to individuals. So cocobod buys from the farmers and sell for forex.

What some of us understand is there is no policy like that because for an economy to run 24 hours, it is determine by "Demand and Supply", and that is an undeniable fact.

I think when you answer the question about why Ghanaians travel to Dubai and China to supply Ghanaians, you have your answer about the demand and supply and why Ghana must be able to supply for themselves since demand exist in Ghana. I believe the 24 hour economy is an attempt to deal with the demand and supply issues and to create surplus for exports so we don't always travel to Dubai for supplies.
