If certain Board positions are mandated to be occupied by Ministers, then how correct is Bagbin's position that it is incorrect for Legislators to be appointed to positions on Boards because Legislators are supposed to have oversight of the Executive? After all, in the Westminster system, all Ministers are Legislators, but they are also supposed to have oversight of the executive. The same rules apply. Even if legislators are supposed to have oversight of the executive, the reality is that, it is only MPs who belong to the minority in parliament, who will exercise oversight on the executive. Legislators who are on the side of the majority will not exercise any oversight on the executive, because it is not in their interest to do so. They will be accused of undermining their party members in power.

Yes, Legislators are to have oversight of the executive but the reality is that, it only MPs in the minority who will exercise this power of oversight. MPs on the side of majority will not exercise that oversight, because they will be accused of undermining their own.
