Ghana is truely a Banana Republic. Sometimes I think we do not know what we are doing as a nation. Under normal circumstances researchers should apply for a research grant on competitive basis. They should submit a researech proposal to a research council which in turn will assess the proposal scientifically. Those proposals which meets the laid down scientific requirements are selected for a grant. The recipients are then required to submit a progress report on the ongoing research and how the grants were utilized over time. I have never heard of a country where senior academic staff are given an allowance for research and to purchase books. Who controls the quality of such a research? Why give them money to purchase books and not buy the books to the University library so everyone can have access to the literatures? It is high time we take a closer look at our "allowance culture" in Ghana. Obviously, it is not doing us any good as a nation especially in this case.

It is a joke to pay allowances to lecturers for books and research in Ghana. What research have they been conducting? Does it benefit the nation? The government is not serious about developing this nation. This the reason some of these nonsenses rear their ugly faces. We need to have a research grant and board or council to approve research proposals that will benefit the nation. The board will audit the research work done to ensure it is beneficial. Not every lecturer is a researcher and what they often do is copy and paste. Turning to this payment, Government should pay the lecturer flat rate in cedis disregarding any exchange nonesense. Are we in America to demand dollar allowance ? These so-called intellectuals are saying that government should use last year exchange rate to pay them. If the exchange rate was higher today, they will request for this year payment rate. We the youth need to rise and demand employment too. It is the government fault that we are unemployed. Why? The government fails to design proper curriculum that will inculcate entrepreneurship in us. Rather all leaders copy, paste and promote employees style of education. If we had proper technical and vocational schools that have been promoted and supported well, children will embrace it and create jobs for themselves. It is the government that kill businesses and fails to attract local or foreign investors. If a local business is thriving well, government will kill it. The youth must rise and demand accountability. We have been fooled with wrong education system and wicked political system that benefits those politicians know but punish we those they don’t know.

@Francis. I can not agree with you more. Well said. The Government should revisit this grant system in our tertiary institutions. This is definitely not the right way to finance academic research in a university setting.

Why give research allowances to every teacher in the tertiary institutions? How many of them do research and how do those research benefit Ghana? look at our agric sector. The public universities had had Agric Faculties for ages but Ghana can't produce enough to feed itself. What research do English and local languages teachers do? What about those who teach religion? We should have a grant system whereby those who wants to do research can apply for grants to do so and then submit the research products.

These are all parts of the corrupt behaviors which are endemic in the Ghanaian society irrespective of who is in power. Yes, we need research to develop as a country but it should be research which is conducted strictly on scientific basis and not as a hobby activity where the researcher is his/her own judge. We need to be serious in Ghana if we want to lift our country to higher heights.

Assuming that there are 3000 senior staff (I guess they are more than that) in our universities across the country that amounts to GHc 143,871,000. This is what will be shared among the elites of our society under the pretext of book and research allowance. The loot is still going on unabated.
