This is the road from Tamale to Walewale. The actual work was to be done on the stretch between kilometer-30 and kilometer-113 which ends at Walewale. Bawumia cut the sod in 2022 for work to begin.

Most government contracts in Ghana are usually tainted by corruption. The very government agency officials tasked to oversee the progress of the work done by the contractors usually are bribed handsomely by these crooked contractors to look the other way while poor work is done or, in some cases, hardly any work done at all. All government contracts that do not involve state secrets must be published on one site so that members of the public can access that information and keep track of any work that is to be done. It makes no sense to hear a Minister cry without stating what measures can be taken to ensure openness in government. It's not enough to sue non-performing contractors to recoup monies for the government, as both the NDC and NPP parties are prone to do whenever power changes hands; make these contracts accessible to the public and the crooked government officials can't away with protecting corrupt contractors.

And before termination the contract outlines a notice procedure. Has it been followed?
There are provisions for adjudication and in the worst case scenario arbitration which all require notices that must be strictly followed.

Are the drawings for the project complete and stamped “ issued for construction.”? In many Government projects there are delays in issue of drawings and other contract documents.

I hope the Minister has considered all these issues before talking.

It obvious that the contractor has breached the contract. Since 2022 and hardly any work done, yet $30Million paid to him. Now the same contractor is demanding $14Million so that he can walk away from the contract. This is highway robbery, and the government must sue the contractor to recoup much of the money paid to him. Also, the government needs to examine the language of these contracts to ensure that contractors are not taking advantage of the government with language that leaves them with much breathing space even when they fail to perform. Yes, the Minister is making this disclosure of non-performance to the public, but it will help if the contents of the contract were published to enable the public to determine how these contracts are crafted. Publish that contract.
