  This is an absolute disgrace, Hon Apaak. For someone who had your graduate studies in the USA, you should know there is a negative connotation for the word raccoon.
  
  Secondly, what kind of education system do we have in Ghana that hand certifications to presumed competent university students upon graduation if the years of certified graduating ICT/IT folks cannot produce e-learning interoperability platforms for use in Ghana?
  
  What exactly are the expectations in Ghana for both SHS and tertiary institution graduates? Ghana media outlets continue to carry students who are accepted to some of the world renowned universities while receiving handouts for basic software and application programs. We have unknowingly turned Ghana's youth into online fraudsters and keyboard warriors but fail to incentivize or challenge them into creating things for national consumption and pride. The Ministry of Education can do better if it would seek input from Ghanaians in the diaspora willing to help mother Ghana for free. As a nation, we offer lucrative jobs to politically connected Ghanaians in the diaspora but never capable of how to ask for the voluntary spirit in Ghanaians for or to help.
