The EC had the budget but the ministry of finance has not released the funds yet. Why are you finding it difficult to understand this?
If the ministry did not release the funds how were they expecting the elections to be conducted? These officials were expected to be paid right after the elections.

You won't get officials for elections again amid the delayance .
Imagine someone you work for hasn't pay you for the task he/she pressured you to do and it has been 7 months no payment nor communication. Which shows they don't recognized our efforts and the kind of stress we went through.
