    An army captain taking over a department run by a brigadier- general is way below the belt . That is insane unless of course that department does need such a high ranking military officer.

    That Rank is Captain (GN) which is a Naval Rank not an Army Rank . It is equivalent to an Army Colonel .

    Captain Ghana Navy is equivalent to colonel just a step to Brigadier General. Ascending to that appointment she will be promoted to her next rank which is normal.
