  Part of the solution should involved a change in the building code, and public education. Many owners of houses in Accra and gated estates have paved their yards allowing all the rain water to run-off into gutters. Public education about not paving the whole of one's yard would allow some of the rain water to soak into the ground. In addition, gated estates could be required as part of the building code to create an area of wetland next to their estate to reduce the run-off of the rain water.
