    SO ALL THESE YEARS THEY ARE NOT PAYING FOR THE LIGHTS. IN USA EVERY TRAFFIC LIGHT HAS A METER. ECG ALWAYS COMPLAINS ABOUT MONEY AND PEOPLE ARE USING IT FOR FREE
