I can now see the seriousness of a segment of our populace shilly shallowness in admitting the importance of harnessing the best brains in the country for strategic development and the progress of the country for common good of all. Unfortunately for us, when any dynamic or uniquely endowed individuals are given a role to play in the gorvenance system, then appears a bunch of negative elements forcefully coming out to read unneeded meanings into such appointments.
So, how can we develop if such negative mindsets are entrenched at the detriment of the nation ?
In fact, we are sick in the country as a people if liberal , fine ideas or minds are not considered in the development ecosystem, rather, the measurement of politics and unnecessary intentions of negativitive innuendos are made towards same professionals who are capable of helping the strategic governance system to function and actualise end results?
In fact, every individual in a country is a political being devoid of any political affiliations if issues are scored to improve or impact his or her well-being but, let me mention that it only few intelligent people who may have such conclusions in assessing the dynamics, positive attributes in the ecosystem.

This is my advice to Lord Mensah. He should make sure that he leaves an indelible mark after his tenure. Recently, a board (with Prof Ahwoi as the head) was inaugurated to look at local government decentralization reforms. My suggestion is for Lord Mensah to liaise with this board and to introduce a law that will mandate each municipality, district or assembly to put in place by law, a sanitation and waste management (S&W) board. By law this S&W board should oversee the implementation of a private-public sanitation and waste management company that can be resourced to build a recycling plant, buy street cleaning trucks, modern waste collection trucks and to see to it that a waste collection network is developed in each municipality, district and assembly. Sorting of waste should begin at the household level. The S&W board will be part of the management board of each public-private joint S&W company. The aim is to make sure that this firm serves the communities that they operate. I urge the Lord Mensah to visit Norwegian municipalities to understudy the Norwegian system and so as to be able to help implement this best practice in every Ghanaian municipality, district, assembly and community. It should also be possible that individuals can also drive to these waste management plant to dispose of certain wastes that can not be collected at the household level (e.g. furniture, fridges, electrical/electronic goods etc). The firms can be mandated to also be in charge of the collection of industrial waste for a fee from the companies. These S&W management firms can be sources of employment for many people in their communities. So much value creation can be realized with focus on recycling while keeping the cities and towns clean and safe for the inhabitants. Sanitation and waste management should be decentralized. Each municipality, assembly and district should manage their own sanitation and waste management network. Sanitation and waste management should be decentralized and backed by law. There should also be a very strong oversight responsibility and contract management to ensure that these private-public partnerships work in the best interest of the people and the communities they serve.
