The code of conduct for appointees is good but too limited. It should be extended to all workers. A majority of subordinates are very indiscipline and seeking their bosses faults. If appointees alone put in their best without the subordinates, we won't see any positive change.

One thing is how to get public sector workers in general to earn their salary. Many workers are just idling, drawing salary and asking for more.

Solution is to Clock all workers and pay surprise visits. Punish one or two we will see positive changes
