  This man has worked hard wherever he has been. But that was at economics environment. He definitely has some knowledge in statistics but that was an undergraduate course of study. There are a lot of people with higher degrees in statistics at the statistical service. Why appointment someone without even a master’s in statistics as a government statistician ? This guy is going to be boss over staff who have PhD in and masters in statistics. There’s certainly going to be inaction or worse, undermining from those who are apparently senior to him or more knowledgeable in statistics than him.
  Why wasn’t he appointed deputy minister of finance instead if he has helped in budget preparation for a long time at the finance ministry?
  At least he could have assisted Ato Forson immensely, who, really is not an economist.

  Prof Annim was an economist himself and the two previous government statisticians were social demographers.
  
  Also, all current PHD holders at GSS are Alhassan's juniors in terms of the public service structure.
  
  Alhassan has also worked as a board member of GSS before with the board having oversight on the Government Statistician.
  
  The more interesting question is, why did Annim leave quietly without a fight and why did staff not resist his removal?
  
  Alhassan was offered this appointment in 2016 but declined. It's always been known that he was a potential Government Statistician from as far back as 20 years ago.
  
  Let's just hope that he can deliver and also finally take care of staffs welfare and progression being a career civil/ public servant himself

  I know at least one Harvard-trained Chief Statistician (doctoral level) who was interested in the job.

  Women have been at the helm of affairs at GSS . Remember there have been at least 3 female Government Statisticians, 2 substantive and one acting, there has always been a FEMALE Board chair.

  Current deputy government statistician is a female and there is one more vacancy for a female.
  
  So what aside fear and maybe the salary stops her from applying?

  There are UN recommendations on the methodology of collecting statistics on macro economic aggregate so as to be consisted, meaningful and comparable with similar statistics from other countries. That should be the starting point. Of course, there can be various modifications to suit local conditions. We should stop behaving like we are reinventing the wheel.
