  What about corporal punishment? Pampering kids - like counseling them will yield no fruits. The cane will solve some of these problems easily. "Where is the canel", was the question I asked my Nigerian classmate during one of our education classes in the United States. To me, the lesson was, "How to pamper unruly kids". We are coping from the Western world. Hope we'll know how to handle them as they do. Food stamps, Section 8 and what have you.
