Is that not why we have Ghana post? Why do we always require people to leave their busy schedules to queue up for long hours for something that can be mailed? Won't that create more jobs if we insist on state departments mail ...

Won't that create more jobs if we insist on state departments mailing it using the Ghana post to distribute essential government documents including bills from ecg, Ghana water, passport, license etc?
