All public boarding schools, secondary and tertiary institutions, must have clearly marked/identified campus boundaries with preferred wall structures; it is the first line for arresting and charging intruders with trespassing.
Secondly, all students and staff at all public institutions must carry on their person, when outside their dormitories, school issued ID's that shall be acquired via presentation of National ID cards.
Secondly, schools must have ID card/badge readers installed at all boundary gates at all public institutions with automated gate opening and closing systems. The current breed of watchmen can be trained to use centralized computer aided security monitoring system to monitor all perimeter gates.
Lastly, the introduction of computerized surveillance security system (card access and security camera) should lead to the introduction of computer programming courses at secondary schools while tertiary school graduates with major or minor courses in technology are made to honor their national service schemes at secondary and tertiary schools to help with maintenance/PM of intrusion security monitoring systems and the potential for long term jobs that also falls nicely into the 24-hour economy; security monitoring is a 24-hour event.
