We fail to do research on why road tolls failed to address expenditure shortfall. We can just travel across our border to Togo or Benin to learn how they are able to collect so much from tolls. We can copy technology, hard infrastructure, legislature etc. In those countries no one is allowed to sell or trade within the perimeter of their toll stations. Unlike Ghana where toll stations are where every tom dick and harry come to hawk and change money at the full glare of police men stationed there. in spite of the insanitary conditions. In some instance a third-party IT company was issuing e cards to users clandestinely in the house causing huge loses. If the Road Fund is not well structured, it will be an avenue for draining the national coffers where people are paid out of turn instead of first come first paid. This results in inefficiencies. We are our own enemies. May God save our nation.
