Security was occupied by NPP party supporters, invincible forces and that sort loose elements within the then ruling NPP party. They were the ones burning down markets and shops belonging to people perceived to come from NDC strongholds

Sorry you need to review your notes. What we had under Rawlings and Tsikata was Act 526 where we had National Security secretariat independent of interior and defense. NPP review the Law with the introduction of national security strategy to Act, 2020 (Act. 1030) upon which a ministry of national security was established. This current government could maintain this or reverse it, back to Act 526, and the ministry dissolved to maintain national security secretariat with the head as a coordinator who links up with the chief of staff unto the president. He or she is NOT under the national security advisor to the president.

This is clearly part of the President's plan to shrink the size of his government. We are however not sure if there is any cost saved with this innovation by the President. Will Honourable Muntaka be paid extra salary or allowances for his additional responsibilities? If that is the case there is no cost saved in respect of his responsibilities though admittedly a combined budget maybe slimmer.
Alternatively, the President could have easily made things easier and clearer by fusing the two into ministry of interior and national security at the beginning of his government and ministerial appointments. Nonetheless, kudos to the President for sticking to his promise of forming a lean government. Strictly speaking, National Security should be under the Ministry of Interior to avoid
duplication and overlap of functions. The main focus of the President which really needs
significant attention to deal with the canker of public sector corruption is decapitating the
Attorney General from the Justice Ministry. I agree
with those who feel the OSP which has become a
fight elephant with role conflict was a needless
creation in this regard. A Minister of Justice can be
granted independent prosecutorial powers to
investigate and prosecute public sector corruption
like the OSP, to deal with the perennial habit of the
corrupt AG Department Staff who do everything
humanly possible to protect corrupt public officials
for selfish gains. The reason why the corruption
industry is so robust and difficult to curtail is
certainly because we have very corrupt, criminally
oriented and self-seeking Attorneys at the AG
Department who gang up with rogue elements
including judges and lawyers in the Judiciary and
our Courts to gag cases and protect corrupt public
officials, who in fact should be investigated and
speedily prosecuted. I am afraid no government
serious about fighting corruption can deal with
graft in this Country without seriously reviewing the set up at the Ministry of Justice and AG. It is a
wishful thinking because the apex of the judiciary
and office of the chief justice is merely a pawn
bootlicking and serving the interest of the AG
Department. In fact the set up in the Judiciary grant
rogue elements and corrupt lawyers of the AG to
do the bidding of corrupt public officials as cronies
and associates and a measure of this is the AG
being a statutory member of the General. Legal.
Council. This is a very corrupt and retrogressive
arrangement that only promotes public sector
corruption. No wonder some public officers
manage government institutions as though they
were private corporate entities with all the
attendant corruption and malpractices, well aware
they are immune to the justice system of the Country.. Wayward and corrupt public officials
violate laws and statutory provisions with impunity
well aware the AG, Court and the apex of the Judiciary will insulate and protect them from
probity and accountability. I am extremely happy
about the President's Mahama decision to establish
a Constitutional Review Commission. The principle
of separation of powers is a good concept but it is
rather being misused and abuse to fester and
promote corruption.. In fact, the executive is not the
only victim of excessive arrogation of powers the
judiciary is equally a victim and worse than the
executive in corrupt abuse and execution of same.
This tendency become even more florid when pubic officials and government organizations involved in naked naked abuse, malpractices and corrupt
tendencies in public office are suit in our Courts. Ghana's Judiciary will remain a toothless bulldog in the fight against pubic sector corruption and institutional. malpractices at the behest of top public servants and politicians until significant reforms. take place at the AG, which is largely responsible for the rampant corruption and malpractices in the judiciary itself. The bulk of corruption cases involving public officials are suppressed to die a natural death without accountability in our Courts under the watch of the judiciary arm of government, which is unfortunate because the Judiciary is supposed to be the doyen of accountability and rule of law. Ghana"s Court and Judiciary are more aggressive, hostile, violent and repressive towards litigants who rightly demand accountability from inherently corrupt and wayward public officials who make bizarre, reckless
and irresponsible decisions in public office solely for their vested personal interest rather than the national interest. Unfortunately, citizens have to live with the judiciary as an arm of government and a necessary evil in State governance. I am not oblivious of the fact that President Mahama like many concerned and well meaning Ghanaian is one leading States Man very critical of the rot in our judiciary and courts. I hope the Constitutional Review Commission he inaugurated will take a critical look at happenings in the Judiciary arm of government to save this Country from stinking and stinging rot, unfortunately with the tacit support of the duty bearer of state laws to curb same.
