Treasury bills borrowing is done every week and Treasury bills debt is also paid every week.

It takes at least 91 days before govt has to pay what it borrow. This govt is not yet up to 91 days so all the Treasury bill debts they are paying is what npp borrowed 3months and 4months ago.
What Ato Forson meant is that out of the total amount they borrowed via Tbills, all went into paying for old Treasury bills borrowed by npp. Its only 7 1b cedis ndc borrow but didn't directly use to pay Treasury bills.
The extra money is a buffer in case one day they do t get enough money or Tbills rate go up again.
They are just rolling over till debt and using tax cash to fund gobt

The problem is that, under this new Mahama/Ato Forson regime, we are witnessing an accelerated rate of borrowing. Find a way to reduce borrowing through fiscal measures.
