The writer of this piece is not smart or brilliant because there is no Upon word in Art 286 (1) but "Before taking office."

286. DECLARATION OF ASSETS AND LIABILITIES

1. A person who holds a public office mentioned in clause (5) of this article shall
submit to the Auditor-General a written declaration of all property or assets
owned by, or liabilities owed by, him whether directly or indirectly a. within three months after the coming into force of this Constitution or BEFORE TAKING OFFICE, as the case may be.

How did UCC, UDS, KNUST, and ex-Kumasi Mayor manage to cripple NSA systems and for Abubakar Fuseini to register 226 times with the same name and particulars without the system flagging it?

Do we know the vitality of the formalization of the economy to us? Do we know that our bane of lack of law enforcement depends on it, or fidelity to the rule of law, or economic expansion all rest on this robust foundation?

How do we fill the gaps and refine the system?
