  These juicy institutions are that is making public servants corrupt. You work for 40 years, contribute to SSNIT and at end you are paid 1,500ghs as a pensioner. Somebody who works for 4 years takes fat salary with no work done and at the end takes more than 350,000ghs as exgratia. We are witness to the work of Council of State (COS), Parliamentarians whose voices will not heard in Parliament, etc. ln fact COS is the most useless institution created to loot the country. Constitutional thievery. The Constitution has made people thieves and corrupt.
  
  It is my humble appeal to the President that everyone in Public or Civi servicel, SOEs, Judiciary plus the president and vice etc etc be put on single spine, from the cleaner to the president. This will bring equity and disparity in salary administration to eshew corruption. This means Article 71 and Cap 30 be abolished. Everybody should source its pension from SSNIT. This salary disparity has created the situation where the highest paid pensioner takes home over 260,000ghs (under PNDC law) and 28,000ghs (under Act 766) and the lowest paid pensioner a little over 350ghs. This is the problem.
  
  The reset should cover these areas, Mr President. Over to you the Committee on Constitutional Review.
