The system can be set up to flag anybody over the age of 35 for further investigation. Just as you did a reverse check on the picture, do a reversed check on the cheque to find out who cashed it. just common sense.

I have read the article above and would want to seek clarification on some of the issues raised; under the current NSA system, personnel allowances are paid to only persons who have gone through the process of electronic verification which is done from the 15th of every other month. So person may be registered as personnel but may not receive allawa if that person does not submit his/her monthly assessment and verification form. I have colleagues who though did their National service with some state institutions but their inability to get their head of organisations to complete their forms on time, some even discontinued the service just after one month. Others did not report to the their organisations. I think in registering for the national service,we were requested to provide contact information which were used when NSA wanted to communicate with us. This makes it simple, call the numbers and emails on the registration to talk to persons who registered but nether reported to get the actual ghosts.
Another point is that the amended NSA act exempt persons older than 40 years from participating in the NS but some of us are over that age but are now doing our service because when we completed our diplomas, we were not able to service and therefore, if we don't fufil that obligation now, it will come back to hunt us when we seek public office in future.
I believe there may be ghosts, let's take our time to dig in to find the real ghosts. Any error in conducting such investigations benefit the criminals in court.

Both NPP and NDC regimes have fraudulent and very dangerous accountants in the system most of who are assigned by the GRA to various government institutions. What most of these accountants do is to pay their way to remain in one institution, where they exhibit their diabolic activities during the regime, never to be transferred.

Most of these accountants with connivance of Directors steal millions of cedis, declare false receipts, claim undue allowances and pocket all. One would be surprised to see the amount of wealth some of these accountants and Directors have secretly and fraudulently accumulated in the form of real estate.

If NDC government wants to set a precedent, it must start auditing GRA assigned accountants to institutions first, for they are the brain behind most of the ghost payroll in the system. Most accountants on government payroll are corrupt and thieves. I know what I'm saying, there's ample evidence to investigate accountants in order to curb their fraudulent activities in the system. Everybody put in a position in Ghana is a thief.
