Many people have no idea how things are run in our corrupt institutions. It is to whom you know simple as that. It has to change but we will need our own Elon Musk to come expose them. A politician gets this state scholarships on his table and get them out through friends, relatives and cronies and some for monetary gains. I think the list of those who got state scholarship has to publish annually for transparency sake. Also there should a clear criteria of who qualifies and finally an entrance exam.
