  Who monitors the growth of payroll numbers in governmental institutions? Do heads of governmental institutions not know that such growth ought to be analyzed monthly to detect unusual movements? Why wait years for it to become a monumental thievery. The heads of such institutions who fail in their functions to control payroll roguery should be the first to be axed if we a serious nation. All this fanfare simply promotes business as usual.
