Like Addison who did not certify the work but had to make the payment because he had been authorised to pay, the ambulance supply was authorised by the then minister of Health for payment by the ministry of finance. The accountable officer was the late minister of Health, Sherry Ayitey, and not Forson. Again the disgraceful coaching of the accused Jakpa by former Attorney General and minister of Justice, Dame, to testify against Forson was a no no which should have resulted in dismissal of Dame.
