William Mahoney was enraged because he didn't know the CIA was paying allowance to Dr Danquah and he was also enraged that the CIA was acting behind his back. So William Mahoney flew to President Kennedy to inform him about the situation in Ghana. As a result, the CIA station in Accra was directed not to undertake any activity without prior approval of the Ambassador. The wisest thing for his cousin who ruled this country for eight years to do would have been to openly apologize to the good people of Ghana and commit to undoing the evils of the past. Joseph Boachie Danquah as a CIA agent received monies and other inducements from the US Embassy.
At a point in time he went to the US Embassy to inquire why the CIA has not paid his allowance for sometime.
That was after the state security released him from detention after question cautioning him against giving information to the CIA.
