Why will you not nominate deputy ministers for all ministries and rather have ministers of state? Apart from just gifting your boys and girls with positions, the ministers of state serve no purpose. If you think some ministries can do without deputy ministers, then that means all ministries can do without them. Scrape off the deputy ministerial positions just as Nana Addo did and there are no more deputy ministers in the regions. The Chief Directors who are civil servants should be able to play the role in the absence of the ministers. After all, they are the people who know the ministries better than the political heads called ministers. One size should fit all and no ministry is more important than the other, now that you have merged some ministries.
