To begin with, parliament and parliamentarians are supposed to hold aloof the principles of democracy and the rule of law. Unfortunately, we have a very big situation at hand where moral decadence, indiscipline and total anarchy are engulfing the 9th parliament of Ghana. We witnessed a very unfortunate spectacle of uncultured and barbaric conduct of members of parliament engaging in vandalism and violent physical confrontation at no mean a place but at the level of the appointments committee, where potentially the best of human resources and brains are selected within the august House to superintendent over an important exercise like vetting of ministerial nominees to form a new government to oversee the affairs of the country. It is important for us not to lose sight of the fact that moral decay, indiscipline, vulgarism, violence and chaos actually became a prominent future of the Ghanaian parliament in the 8th parliament, beginning with the selection of the current Speaker, Alban Bagbin, whose ascension to power as Speaker was characterized by violent physical confrontation and destruction of property and electoral materials, when a sitting MP was seen chewing ballot papers like a ruminant chewing the curd. Since then, we have systematic decline in ethical, professional and lawful conduct in an arm of government that is supposed to be the doyen and home of the Constitution, the supreme law of the land. The misconduct typical of most politicians behaving as though they were demagogues above the law (with due apology to the humble ones who are true servant leaders) is palpably obvious in which some mps will chose to lunch virulent vitriolic at a colleague mp whose only crime is that her late Father JJ Rawlings was a former Head of State and President of Ghana. Dr. Tony Aidoo, just some few days ago question the calibre and quality of persons serving constituents in Ghana's parliament today. In fact, Felix Kwakye Fosu, Spokesperson for the incumbent President and Minister of State nominee was also heard bemoaning the quality of some of our parliamentarians. But to be very honest, capabilities and competence maybe key in debating government policies and programs but actually have nothing to do with the problem of ego or superego, which inhibits application of common sense and reasoning in respecting a fellow citizen. Many people in high social class especially the political elite are wilfully, callously oppressing and blatantly infringing on the rights of the less privilege ones because of political power and authority vested in them because they have a demagogic mentality helped by a selective and discriminative justice system, which unfortunately render politicians immune to State laws even when heinous crimes are committed by the political elite in breach of the law. The 2 mps who willfully insulted, disparaged and denigrated Dr. Zanetor know they are not better than her in terms of status and accomplishments by virtue of professional qualification but did so because of politics and the aura that goes with professional politicians. They also are very much aware that referring to her as the daughter of a murderer is not something they would have dared dreamed of during a military regime but for democracy in the 4th Republican dispensation, which incidentally was largely the brainchild and initiative of late President Rawlings. Unfortunately, the constitutional order the late former president envisaged and installed to guarantee the respect for fundamental rights, freedom and dignity of persons is being used as a tool of violent repression, oppressive brutalities, exploitation, abuse and torture of citizens, especially vulnerable groups like the poor, low social class and marginalized groups. Though the AFRC/PNDC revolutions were actually military interventions to address the problems of social injustice as above, corrupt minds will always attribute crimes to the military regimes under Rawlings because of the excesses of the revolution, for which their own lineage were held accountable for their own corrupt and criminal practices by the Regime which they are still very bitter about. But overzealous because of uncontrolled excitement, ego and self aggrandizement when one is vested with political power to bully and oppress can lead to intoxication, that blunt one's thought in the face of reality and practicality by way of reasonable judgement and sound application of knowledge, including statutory laws such as Parliamentary Acts. We have so many laws in this Country that place emphasis on protection of vulnerable groups like women and children. Unfortunately, this is the second time a female have been attacked by mps from the Minority, in which the attack on Dr. Zanetor immediately preceded that of a female clerk in parliament. This seems tobe a clear demonstration of patriarchy and bullying of females entrusted with duties in the august House, where our supreme law is domicile, under the care of the very mps violating the constitution including their own standing orders that are supposed to guide acceptable behavior and conduct befitting the title 'Honourable'. Many a time, politicians including very top politicians flagrantly abuse and infringe on the fundamental rights, freedom and dignity of persons in both public and civil service. A lot of Civil Servants have been overt victims of brutal opposition, torture and dehumanizing treatment because of persecution by politicians.Many have been thrown out of jobs, have their properties including lands forcefully confiscated, exploited or cheated in some other way with the case in Court going nowhere, because they will tell you they will show where power lies, well aware a corrupt and selective justice system, chronically prone to bribe and inducement can't fairly apply the law. If you have 2 out of 3 arms of government, parliament and the judiciary, shy away in dispassionately applying the law to full effect especially when it involves the elite and particularly the political elite, we will be confronted with serious crisis situations in the Country where the elite, particularly the political elite will blatantly and flagrantly violate the law with impunity, well aware nothing will happen to them. The 2 minority mps were buoyed to insult a colleague mp and a former President because there was an initial suspension by the Speaker for an initial unruly behavior by mps but which was surprisingly reversed, pointing to an inconsistency in the application of our laws based on the profile and status of person(s) affected. The severity of damage by such unsubstantiated claims in referring to her Father, late former President Rawlings as a murderer, have far reaching consequences locally and globally, to both the family of the late President and the State, in noting that he is by far one of the most important leaders of this Country, the founding Father of both the ruling NDC Party and the 4th Republican,
dispensation whether the 2 mps throwing incentives like it or not. Public spirited citizens with the means including Dr. Zanetor herself should test this malicious, false,damaging but serious claims of murderer against late President Rawlings both at the level of parliament and the Judiciary to ascertain how these 2 arms of government handle the situation involving high profile politicians like mps. The misuse, reckless arrogation and misapplication of political authority is one key reason why the recent establishment of the Constitutional Review Committee by President John Dramani Mahama is vitally crucial to decentralize the concentration of powers, not just in the Executive but in the Legislature and Judiciary as well. If the Constitution is to serve the interest of the citizenry, reforms must be carefully tailored to achieve exactly that purpose. One of the key things that must be done is to review the huge salary disparity including other form of renumeration such as allowances between politicians and other public servants to ensure that people join politics to genuinely serve the people and not to amass wealth and power. If constraints are put on the financial and economic benefits of professional politics through constitutional amendments for instance, competence, capacity and quality of debates in National problem solving will drastically improve in parliament because elected parliamentarians will not be motivated by money, the business and investment opportunities politics present, but will instead be motivated by cogent laws in ideologies, policies and programs in the interest of their constituents and Country at large. If constitutional reforms deal with the bottlenecks in bureaucracy and financial constraints in legal services in the midst of few lawyers, by opening up the Courts and allow citizens the right to self-representation in ensuring transparency and accountability in the Judicial Service of Ghana, for instance, many citizens with very good cases in Court will not suffer infirmity of body or mind that often end in unfortunate deaths from frustration, abuse and torture in litigation because they feel hard done by the justice system, which should naturally protect them as vulnerable, poor and powerless persons, especially in cases against the State, with glaring evidence of corruption and institutional malpractices with such persons as victims,which the AG Department does everything humanly possible to cover-up in collusion with the
Judiciary, instead of investigating because of the involvement of high profile politicians and public
servants, as in the context of false persecution and unlawful dismissal by authority, merely because of personal vendetta. It is impossible for any Government to fight public sector corruption with this sort of setup in which the Attorney General and Ministry of Justice collaborate and connive with the Judiciary and the Court to circumvent Justice in public sector corruption and institutional malpractices at the behest of powers that be, such as a Minister of State or the Head of an arm of Government or victimize the litigant or Plaintiff for some other reasons including politics. I am interested in how parliament will stamp its authority on this matter if Dr. Zanetor or any other person invoke the jurisdiction of the Privileges Committee of Parliament or the jurisdiction of the High Court considering the weight of the accusation of murder, when in fact the National Reconciliation Commission established by Ex-President Kuffour could not adduce any evidence to that effect and did not find late President Rawlings culpable on similar claims in the past.

Since it is not taken lightly, I think the disparaging remarks would follow these NPP MPs for the rest of their lives. I'm hoping the Speaker will demand that they rescind their actions and offer an unqualified apology. The remainder, however, will be up to the ardent supporters and admirers of the former president to decide whether to accept. However, many are of the view that Hon Dr Zanetor sues them in Court for defamation.

Zenator must not fret about the truth, but accept it and pledge to live a highly righteous life. God is just and merciful at the same time. I look at the picture of the loving fatherly kiss on Ezenator's forehead and ask how many children lost the opportunity of a fatherly embrace because of her father's murderous ways?
