You are going out there with incorrect information, not considering the consequences of your irresponsible actions. This is the same individual who unauthorizedly entered a police vehicle, forcibly removed the ignition key, and discarded it. He has also instilled fear on multiple occasions. What will happen if he is held fully accountable by the law? Our inaction has encouraged others to follow his example. The only lesson learned seems to be that "all you need to do is apologize."
