My two pence, Mr Minister, don’t rush to start on the wrong foot. Take your time to access their needs and challenges before you initiate anything.
A dedicated or specialized space or the lack of it for military healthcare is not the really issue. After all, the whole space is a military space and by implication, civilians will have no business there.
The real problem is insufficient budgetary allocation, cumulatively over decades, to the GAF and by extension, to their medical facilities, for free and adequate healthcare for our military personnel and their families.
The Internally Generated Funds (IGF) from the civilians who patronize their medical facilities have been a major source of revenue that supports the healthcare needs of the military personnel, who are entitled to free healthcare. Funds from central government are woefully inadequate. It will therefore be unfair to introduce some form of specialized segregation, having been supported by funds generated from civilians.
Another view, while looking at sufficient budgetary allocation, is the elevation of the GAF medical corps or unit to an Armed Forces Medical or Health Service as a fourth service after Army, Navy and the Air Force. This pertains in some countries like India and South Africa, to mention a few. Mr Minister, you can also take advantage of the recently a newly chartered National Defence University (NDU) to establish a National Defence University Medical School (NDUMS) and thereby upgrade 37 and Afari Military Hospitals into Teaching Hospitals.
