  Stop empowering the local base which lack human resource to the advantage of the traditional leadership to control the locality,a way to prepare the nation on a war path. Central office should be concentrated with good and a few human resource personel,a set back to a decentralise system ,to take full and correction responsibilities.Clocking system of attendance ,though a good approach might not be good for all especially in classrooms teaching in the education sector where certain things are done innovatively to keep the system running. And where teachers unlike other have no resting periods to attend to other matters of concern. An Ashanti region survey is a typical example of old retired and good for nothing human resource base at it's peak of about 60%which is largely indegines of the region.

  They will be paid the same day and time. And the enlistment is also marked by timelines and so why the delay. Teachers at shs are having attendance books which are kept by classrooms representatives for signing before and end of teaching of a subject. And it is a daily issue to be signed by classrooms representatives and to be presented to form masters for scrutiny at each form meeting organised periodically by the school's assistant academic headmaster. Monitoring and Supervision are already high in shs schools except basic schools where such classroom attendance of teacher is not as intensive as shs . But aside ,there is a general school's attendance book kept at the staff room and monitored by the assistant academic headmaster. The clocking machine for classroom won't last for handling sake by students and schools without security men and fence walls.

  I also ask the education minister to allow teachers to start the day's work at 9:00am like GES MAIN and other ministries. Teacher on duty at 9:00am.
