  Delivery will not be an issue if the suppliers are paid on time. That means money, has to come from somewhere. You can't remove sources of revenue and automatically get more revenue out of the air. You can reduce overhead, but it will never plug the gap.
  There is no manna. There is no state owned farms to supply the program with sufficient quantities.
  That's why the levies are in place, and even that can't finance the whole thing.
