Literacy up to SHS level is a necessity but university education a privilege. If we are grappling with FSHS policy and finding funds to make it sustainable and better, where will the funding come from to finance this 1st year tuition free fees for all policy? Offering free tuition not a bad idea however, considering the fact that the nation has limited resources and over burdened with debt it will be prudent to set criteria for who gets free tuition that aligns with national priorities.
1. Does the the government know/projected the total cost over time?
2. Shouldn't the government if not already known, identify areas, professions and industries that are absolutely essential for the national development agenda. This does not mean other areas, professions and industries are not important. It just means that there should prioritization because funding is limited.
3. Do policy makers know or projected the demand for engineers of all types, doctors, nurses, etc, for say, the next 5 years, 10 year? This should inform strategy.
Considering global and national trends, and forecasts, Information Technology, vocational and technical training are areas that should be prioritized and incentivized.
4. There should also be means testing. Should children of the well to do get free tuition in the face of limited funding?
