If you read right the guy who bought the vehicle told Mr Nukpenu he is NDC and he asked him is that how he wants Mahama to survive? So we can't just assume he's NPP.

How old is the car? These cars are depreciated over a 4 year period. Technically it has zero value or becomes a scrap after the depreciated time lapse.
So if he bought through auction, then there nothing wrong.
