Yes, laws are important too and Christians ought to obey them so long as they don't conflict with the teaching of the Bible Romans 13. 1-7. You can't separate spiritual warfare from what happens in the natural realm, they are intertwined. You also don't make bad decisions, neglect your responsibilities as a Christian and hope that God will use whoever is in place because God can use anyone.
2. The righteous who rule are those who rule in line with the principles of the Bible. An unbeliever such as a Muslim is an Idolator, and an Idolator is an unrighteous person by definition, who will not inherit the kingdom of God unless they repent of their Idolatry and turn to the Lord Jesus Christ, that's according to 1 Corinthians 6:9-11.
3. Where you don't see this, the Islamic view does not separate religion from politics, the are one and the same. That is why Muslims hardly conform to the laws of any country they find themselves. We used to worship stones, and when we found a better stone than the first one, we would throw the first one and take the latter, but if we could not get a stone then we would collect some earth (i.e. soil) and then bring a sheep and milk that sheep over it, and perform the Tawaf around it....
