It is only my prayer the NDC and the President Elect will read in between the lines and ensure they RESET the Ghana Police Service. If they fail to reset the Ghana Police , they should forget about any other. The Police is an organization with people who work to protect , if majority of its members don't want how their leader is managing the organization, do we think as a country , we will get the best out of them? The best bet for the NDC is to ensure all appointees of the previous government are made to proceed on leave as the Law permit and new faces brought on board. If not, we will always be seeing this agenda settings . simply because someone want to stay in power. The solution: just remove the two guys fighting each other and reset the Ghana Police Service. Enough of one Ghana Police , a supposed security of the nation , always unnecessary stories from their outfit.

On Sunday, 29th December 2024, the internet became awash with a rewrite of Owula Mangortey’s dubious article. This piece, which twisted the content of the affidavit of Sgt. David Nathaniel Odzeyem, was clearly aimed at creating disaffection and discontent among the Ghanaian populace. More than six online media outlets carried the same story, word for word—a clear indication that this narrative was concocted by one person and distributed among these media outlets by the same paymaster to ensure it went viral. This mirrors the tactics employed during the alleged leaked tape saga, where media personnel were bribed US$5,000 each by the IGP, Dr. George Akuffo Dampare to ensure the sentiment of Ghanaians were whipped up in his favour.

Prior to the alleged leaked IGP tape, it is worth noting that IGP George Akuffo Dampare consistently disobeyed lawful orders from the President, H.E. Nana Addo Dankwa Akufo-Addo. Such actions amounted to outright insubordination. When a decision was made to relieve him of his duties, his allies at Jubilee House—Gabby Otchere-Darko, the de-facto President of Ghana, and Asante Bediatuo, the Executive Secretary to the President—leaked sensitive information to him. Acting swiftly, Dampare orchestrated a media campaign, which culminated in the infamous leaked tape, a recording that he reportedly masterminded for his personal gain.

It is therefore not surprising that in the twilight of the year, knowing fully well that President-Elect H.E. John Dramani Mahama was unlikely to retain him due to his underhanded activities, Dampare has resorted to his old tactics. This time, his strategy involves tarnishing the reputation of the Deputy IGP, with the goal of ensuring that both of them are removed from office. How desperate can an individual become?

The recent online publications, which attempted to misrepresent the affidavit of Sgt. Odzeyem, deserve a thorough examination. Here are the facts, without prejudice to the matter pending before the High Court:

1. As stated in Sgt. Odzeyem’s affidavit, the Deputy IGP tasked him and 11 others to form a team to work under the Secretariat of the Deputy IGP. This is standard practice within the Ghana Police Service, where commanders form nucleus teams for specific operations.

2. A WhatsApp platform was created for ease of communication among team members. It is important for the public to understand that WhatsApp platforms are officially recognized by the Ghana Police Service as a means of communication. At no point was the platform named *OPERATION D-DAY*—a term coined by Dampare and his associates to garner public sympathy. Sgt. Alex Abbah, a tech-savvy officer and a snitch for Dampare, was part of this group and still has access to the platform. Let the IGP publicly display the platform’s actual name for Ghanaians to judge his claims.

3. Sgt. Odzeyem’s affidavit never indicated that the Deputy IGP directed him to disobey lawful orders. The directive in question, supposedly signed by COP/Mr. Daniel Kwame Afriyie, the Director-General of HR, was vindictive and unlawful. Recognizing this, the Deputy IGP, who ranks second only to the IGP, instructed that the directive be disregarded. If Dampare had genuine concerns, why did he not hold his Deputy accountable? Is it fear or deliberate misdirection?

4. The publications misleadingly suggest a plan to rig the 2024 elections. If such claims held any water, the IGP could have ordered the interdiction and arrest of those involved, including his Deputy, and pursued legal action under the Criminal and Other Offences Act (Act 29/60). His failure to do so underscores the baselessness of these allegations.

5. Among the team members were two senior officers, ASP/Mr. Ebenezer Godwyll-Addison and ASP/Alhaji Bawah Abdul-Jalil. If election rigging was indeed the agenda, why were these senior officers not transferred or disciplined? Notably, ASP/Mr. Godwyll-Addison, an officer who pioneered Police Intelligence Department and CID Operations Tema Region and became its first Regional Director, remains untouched. Why has his name never been mentioned since? He is currently walking freely and working at the Police Intelligence Directorate, Headquarters as the 3rd in Command. Could it be that Dampare’s allegations are mere fabrications?

The formation of specialized teams is a common practice within the Ghana Police Service. In 2017, when Dampare served as the Director-General in charge of Operations, he formed a special team within the National Operations Department known as “Surveillance.” This team, which was established without consulting his colleagues, including the then Director-General of CID, DCOP Maame Tiwaa Addo-Danquah, though he was using CID personnel without her knowledge and consent, caused significant rifts between them. Interestingly, this same Surveillance team continues to operate today under ASP/Mr. Malaika Jibril Alhassan, working exclusively at Dampare’s behest. It is interesting to note that ASP/Mr. Ebenezer Godwyll-Addison was part of the Surveillance team under the sole directives of Dr. Dampare.

If Dampare, as a Director-General, could unilaterally form a team, why should the Deputy IGP be vilified for doing the same? Could this be Dampare’s attempt to monopolize authority within the Service?

Dampare’s actions point to a pattern of self-serving behavior. By deliberately misrepresenting facts and manipulating public perception, he seeks to hold onto power at all costs. His despotic tendencies are evident in his refusal to appoint deputies for Schedule Officers, further consolidating his authority. Such behavior is detrimental to the hierarchical and operational integrity of the Ghana Police Service.
The recent smear campaign against the Deputy IGP is a calculated attempt by Dampare to deflect attention from his own shortcomings. The Ghanaian public deserves the truth, not manipulative narratives designed to serve personal agendas. As this saga unfolds, it is imperative for all stakeholders to demand accountability and transparency within the Ghana Police Service. Let us not allow the ambitions of one individual to undermine the collective integrity of our institutions.

SETTING THE RECORD STRAIGHT: A REBUTTAL TO IGP DAMPARE'S SUSTAINED SPONSORED MISINFORMATION AGAINST ASP ALHAJI BAWAH ABDUL-JALIL

There are some attempts to target me, ASP Alhaji Bawah Abdul-Jalil, and paint me in a negative light in the eyes of the public. Let me state emphatically that. Contrary to what has been said about me, I am an officer with proven integrity and passion for my police duties.

In line with the police tradition, I was sworn in together with 168 other colleagues to go through our basic police training, which I finally passed out on the 10th of November 2006 which is on record.

I am very happy and proud about my police tradition and I have never been a member of any invisible force group or any vigilante group as purported always by the sponsored cabal against me and Deputy IGP.

Since 2006 till date I have been a physical training instructor who has gone through a lot of training activities, I have worked at the then Guard Duty Unit at the headquarters now National Protection Unit. Classroom instructor at the National Police Training School has trained thousands of police officers, and any police officer who passed through my hands can testify to who I am.

I got amnesty Academic promotion to Chief inspector and by virtues of my work at the training school as both physical training instructor and classroom instructor respectively as well as lead officer in several intelligence-led operations across the country with results achieved, I was given special recommendation direct entry into the police Academy in 2022.

I take my work seriously and have always worked with dignity, integrity, and commitment.
After my training at the Police Academy, I was posted to the Upper West Region as the Wa Municipal Police Commander. When I got to the region, upon submitting my CV to the then-regional commander, I was given the additional responsibility of the Upper West Regional Police Anti-Armed Robbery Unit Commander making me the first Police Anti-Armed Robbery Unit Commander in the region. I took that responsibility as a personal project because of the violent crimes at that time in the region that needed to be fought. I did my best with my team of junior police officers numbering 36 who all decided to go on transfer with me which has never happened before in the police service I successfully initiated for us to fight to reduce robberies and other crimes from December 2022 until the 25th of July when I had a signal that I was transferred to the national headquarters without any portfolio.

I understand that transfers or postings are part of the profession and should be welcomed by all officers. However, I was shocked to be posted to headquarters without any portfolio on my signal. Given my background as an intelligence officer, an instructor/teacher by profession, and an operational officer, I believe if there were reasons for me to be attached to a department without any ill intention behind such a decision, then the aforementioned factors should have been taken into consideration.

After returning from Wa in the Upper West Region, I received a signal from the then Chief of Staff indicating that I had been temporarily attached to the MTTD Traffic Tech team, which was still in the process of being established through stakeholder engagements. However, there was no physical office for this unit, then or to date. As a senior officer, it seemed illogical to be posted to the headquarters without a designated unit, only to be subsequently assigned to a unit that did not even exist in practical terms. This situation made it apparent to me that my assignment to the headquarters was essentially rendering me redundant.

I raised my concerns about this decision in a petition dated 20th September to the Inspector General of Police, but to date, I have not received any response or call to tell me anything, and no assignment has ever been given to me at the headquarters, until the appointment of Mr. Yohuno as Deputy IGP, who is my former boss at the PID. I went closer to him to work with him, but all of us were sidelined by the IGP Dampare to date.

As part of my concerns raised in my petition against such attachment, I made it known that I was not saying I could not work in that department, as a plaincloth officer who carried out many undercover intelligence Operations considering those roles I have carried out in Accra and elsewhere, it will expose me to danger. As I was now going to be wearing a uniform, I would not be safe in Accra because people who never knew I was a police officer would now be able to identify me. Therefore, I may become a target.

As of the time of my attachment, I had worked in Accra for 16 years, dealing with a lot of people who were unaware that I was a police officer. I have obtained crucial information leading to the arrest and prosecution of criminal suspects. It would not be good for me to now wear a uniform, especially considering the nature of undercover deadly operations I have carried out involving armed robbers and other violent crimes. I have worked with different teams in Accra and other places I have operated.
Since I sent the said petition against such a decision to date, I never received a reply, and I have never been given any assignment to work at the headquarters.

I would like the Ghanaian public to know that I was amongst the pioneers who Mr. Yohuno trained to set up the PID, which was only based at the headquarters and we travelled to all the regions on special intelligence gathering assignments on crime with a lot of results achieved and I remained as PID officer till IGP Dampare assumed his IGP chair and decided to decentralized the PID making it his private unit, then the mandate of the PID changed. By dint of hard work I was attached by then COP Mr. Christian Tetteh Yohuno now Deputy IGP from the PID Headquarters in charge of 10 other junior ranks to form part of the national operations department intelligence unit where I witnessed all the killings of innocent souls including the two Police officers who were allegedly involved in the Bullion van robberies, the Seven Nigerians amongst others on the instructions of IGP Dampare and supervised by then DCOP Faustina Agyewaa Andoh-Kwofi. As a student of the law, specializing in human rights I frowned on these killings. Therefore, I stood against some of the decisions on these extra-judicial killings.
One thing that keeps disturbing my mind is whether we still have Human Rights Lawyers in this country. Why are they not calling for these killings to be probed? Even if the Human Rights activists are failing us, what about those who are so loud on radio and television (CAPTAIN SMART, A PLUS, and others) on my mind? Maybe they were not in Ghana when these killings were mentioned in Parliament during the leaked tape inquiry.

I later got to know that it was my criticism of IGP Dr. Dampare’s maladministration that made him transfer me from the PID to Wa as the District Officer. However, I excelled in WA by combatting and reducing crimes, especially highway robberies, and the reports and commendations were getting to Accra. Dr. Dampare was not happy with my achievements and transferred me to the National Headquarters without any schedule. For almost two years now, I haven't performed any Police duty, and yet if that is what makes Dampare competent we shall see.

All the nonsense must stop against me and the Deputy IGP.
Contrary to IGP Dampare's sponsored lies against me, I rightfully gained an academic promotion entry recommendation into the police academy after serving with distinction at the PID. I have also served as an intelligence officer and who worked closely with COP Christian Tetteh Yohonu, then the first Director-General of the Police Intelligence Directorate. I have two master's degrees in law and security from the University of Ghana and the Kofi Annan International Peacekeeping Training Centre, respectively.

I am not what Captain Smart and the other sponsored attackers, and IGP Dr Dampare wants the Ghanaian people to think I am. I am a professional responsible and respectful police officer who has been a target of sponsored misinformation and targeting after I fell out with IGP Dampare, with whom I have worked with and carried out some special elections operations duties he assigned to me in the 2020 Elections which reports I submitted to him which are still available to prove my case. I also supported Dr. Dampare to become the IGP through my father, who has a long-standing relationship with the current first family. If anyone has heard the sponsored attacks made by Dr. Dampare hired individuals on my person. They should treat them with the contempt they deserve.

It is all because Dr. Dampare is so scared of the information I have about him. After I attempted to appear before the parliament committee that investigated the leaked tape saga, Dampare hated me with passion. Dampare's surrogates have continuously referred to me as a member of the invisible force and also lied that I was sacked from the police service and that the NPP brought me back. All of these are sponsored falsehoods from the stables of IGP Dampare and should be treated with the contempt they deserve.

I feel called upon to let the public know what I stood for, which led to my unlawful interdiction and subsequent stoppage of my salary, even though there was no case against me.

The mafia in the system then was offended when I was fighting for a just cause when myself and other colleagues were cheated in terms of our weekly allowance for the duties. A story had to be framed against me, which I sued the police administration and the Republic of Ghana for. I won the legal battle leading to my reinstatement. The records are there at the police headquarters, and I challenge IGP Dampare and his team of wicked destroyers to come out with any proof that suggests otherwise.

I have stories to tell, and given the opportunity, I will appear on national television, just as I had wanted to appear before the parliamentary committee that probed the leaked IGP tape to expose Dampare. But in the meantime, I urge the public, politicians, and members of the incoming NDC administration to be cautious of these desperate attempts by IGP Dampare and his assigns to spread misinformation. I am also surprised that myjoyonline.com published this story without fact-checking the same with the lawyer for the applicants whose contact details are boldly endorsed on the motion paper. Myjoyonline.com should retract and apologize for these blatant falsehoods before they are exposed. Ultimately, the truth will prevail, and IGP Dampare's propaganda will not succeed in tarnishing the hard-earned reputation of Deputy IGP Yohuno.

Since I attempted to appear before the parliament committee that investigated the leaked tape saga to speak on Dampare's extrajudicial killings, I became his target. He has hired a section of the media and fraudulent security experts to drag my name into the mud always.

However, in trying to please Dampare, what surprises me most is that all those who have jumped to the defense of the IGP have heard about these killings, yet none of them, including the press (both print and television), have asked questions. Rather, they continue to heap praise on Dr. Dampare. However, if the question is put as to what Dampare has done to improve the Police Service, what you hear is that he has transformed the Police Headquarters. Of all the things he is claimed to have done, which of them has contributed to the fight against crime in this country? Is it the press releases usually issued by the PRO, which goes like; “it has come to the attention of the police administration that.......? We assure the general public that the matter will be investigated thoroughly ......” And that ends the matter? Which of these investigations have seen the lights of day beyond the press releases? Is it because the press is in bed with him, and that is why they have failed to subject him to strict proof? I am not suggesting that he has bought the press, but the absence of scrutiny by the press about Police activities in the past compared to Dr. Dampare's record of extrajudicial killing among other ills in the Police Service is alarming.

My intelligence and investigative acumen led me to the Intelligence Directorate of the Ghana Police Service in 2018, where I played a key role in combating crime and ensuring national security. In 2022, I was appointed as the Wa Municipal Police Commander in the Upper West Region and also served as the Upper West Police Regional Anti-Armed Robbery Unit Commander. Under my leadership, the region saw a significant decrease in violent crimes and an increase in public safety.

I've received numerous professional training certifications and commendations, including the Certificate in Sexual and Gender-Based Investigation, Advanced Executive Certificate in Security Intelligence and Forensics Studies, and Executive Certificate in Security Management. I'm proud to be a highly skilled and experienced law enforcement professional dedicated to serving my country. My commitment to justice, analytical skills, and compassionate nature make me a valuable asset to the Ghana Police Service and the people I serve.

Interestingly, I once wrote to be invited as a witness to testify against the Inspector-General of Police, Dr. George Akuffo-Dampare, during a parliamentary committee hearing. This experience further solidified my resolve to uphold the principles of justice and integrity in my work. The rest of it is the reason why the IGP has sponsored constant attacks on my person, and trust me, I will at the appropriate time let the cat out.

I am prepared to come before any commission of enquiry or any investigative body to testify based on my experience about the killings instructed by Dampare and executed under the watch of his PID Director Generals for Ghanaians to see the evil in Dampare.
