Symptom and effects are clear and accurate but diagnosis is wrong. The buck still falls at the very top. The reason why every one appointed is arrogant and cheeky is because the all owe their appointments directly to only one man. People are appointed without reference to their Governing Biards, Ministers and CEOs. So they argue legitimately the they were all appointed by the same authority and interpreted it as the only person they serve is that person. If this incoming President also decides to share the spoils himself by rewarding his loyalists directly discipline and the hierarchy of authority will breakdown, and he will become extremely powerful but his government will weaken and disintegrate around him with everyone in charge of their own space reporting to no one. The sad part is the situation where CEOs refuse to report refuse to report to Deputy Ministers and Ministers. Under JAK you won't dare think of yourself as independent, no matter your closeness to the Oga. I squarely blame the Party's leadership for going to sleep and stargazing as the system collapsed and unappointed persons called the tune. An indiscipline party results in an ineffective sychophantic government. And all of it eventually becomes a comfortable easy going fool's paradise
