The answer is not far fetched since you have been in parliament for a long time. There a big difference between approving a budget in parliament and release of funds from the ministry of finance. That is why the District assembly common funds is even in arrears. If the funds are not released until the year ends, it is assumed it is in arrears. Go and check for yourself. You are shouting as if monies are released immediately it is approved in parliament.
