Ato, budget presentation delay is significant as many gov.departments couldn't meet their submission inputs and many gov.staff are in court with cases with gov. awaiting to be cleared out in order to have their names enlisted not only for the current salary payments but also for the payments of their accumulated salary arrears over sometime now. GES can never meet the deadline because it forms the major reason for the delay of budget presentation and submission for topping the list of departments with staff cases in court.
